All new, full UK passports are biometric. You'll be issued with a biometric passport if you're applying for your first UK passport or to renew it.

There is a single process for applying for your first passport or to renew or replace it if you are a UK resident living overseas.

The British Embassy in Quito no longer issues UK full passports Instead, you will have to apply with the UK Passport Production Centre in Washington DC.  Please visit their website for further details.

The British Embassy in Quito only issues Emergency Passports.
